Call for Papers: 13th Annual Research Workshop on Boundaries of Banking Regulation

The European Banking Authority (EBA) has issued a call for papers for its 13th Annual Research Workshop, which will examine the evolving boundaries of banking regulation.

The workshop, scheduled to take place in 2024, invites submissions from academics, researchers, and industry practitioners exploring the perimeter of banking regulation and its implications for financial stability. The EBA is particularly interested in research addressing how regulatory frameworks adapt to technological innovation, the growth of non-bank financial intermediation, and the increasing interconnectedness between traditional banking and shadow banking activities.

Researchers are encouraged to submit papers examining topics such as the regulation of fintech firms, crypto-asset service providers, and the challenges posed by entities operating at the margins of the banking sector. The EBA noted that the workshop aims to bridge the gap between academic research and regulatory practice, fostering dialogue that could inform future policy developments at both European and international levels.

The call for papers comes at a time of heightened scrutiny of regulatory perimeters across major jurisdictions. In the United Kingdom, the Bank of England and the Financial Conduct Authority (FCA) have similarly focused on strengthening oversight of non-bank financial institutions and addressing potential risks arising from regulatory arbitrage. The Prudential Regulation Authority has warned that gaps in the regulatory perimeter could undermine financial stability if left unaddressed.

Selected papers will be presented at the workshop, with authors receiving feedback from senior EBA staff and external experts. The EBA may also consider publishing outstanding submissions in its working paper series or incorporating findings into its policy advice to EU institutions.
